    The President of the United States of America takes pleasure in presenting the Silver Star to Ensign Richard Hartman Brumbaugh (NSN: 0-379059), United States Naval Reserve, for conspicuous gallantry and intrepidity in action as a member of Bombing Squadron TEN (VB-10), embarked in U.S.S. INTREPID (CV-11), while participating in an aerial attack on 7 April 1945 against major units of the Japanese Fleet in the East China Sea, including a battleship, cruisers and destroyers. In spite of extremely adverse weather conditions and in the face of intense and accurate anti-aircraft fire which damaged several planes, he coolly and deliberately pressed home his attack against the Japanese battleship. His accurate bombing contributed materially to the sinking of that vessel immediately after the attack. His courage and skill were at all times in keeping with the highest traditions of the United States Naval Service.
