    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Lieutenant Stephen C. Browning, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in the line of his professional while acting as Evaluator in the Combat Information Center of the U.S.S. FROST (DE-144) on 26 April 1944, 11 June 1944, 3 July 1944, and 16 April 1945, when five enemy submarines were attacked. IN all the above engagements Lieutenant Browning went into action immediately and with an extraordinary and continuous demonstration of skill, he assisted the Commanding Officer to maneuver his ship into position to attack each submarine. All attacks were extremely accurate; in each case the submarine was either hit directly by anti-submarine weapons causing their eventual destruction as those weapons detonated so closely that the submarines were destroyed immediately. The actions described above in which five enemy submarines were sunk or probably sunk reflect great credit upon himself and upheld the highest traditions of the United States Naval Service.
