The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Legion of Merit with Combat “V” to Captain (MC) Warwick T. Brown (NSN: 0-13023), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in connection with military operations against the enemy as Medical Officer on the staff of the Commanding General, Fleet Marine Force, Pacific, from 13 August 1944 to 25 September 1945. Displaying consummate professional ability, Captain Brown directed, supervised, and coordinated the medical facilities necessary to support the Peleliu Island, Palau Islands, Iwo Jima, Volcano Islands, and Okinawa Shima, Ryukyu Islands Operations. Functioning during a time of rapidly moving successive operations covering thousands of miles of area, he provided prompt medical treatment of casualties in the front lines and forward areas, and speedy evacuation of battle casualties. He displayed great skill and zeal in assisting the Commanding General to form sound policies and procedures for maintaining the health of the personnel of the force and to provide the best possible medical care for the wounded. His advice was invaluable in planning the medical installations and facilities required for vast amphibious operations. To improve the efficiency and effectiveness of medical facilities Captain Brown visited the forward areas under enemy fire and observation during battle operations, and made many inspections in widespread places.
