The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain Walter E. Brown (NSN: 0-7554), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of the Naval Ordnance Plant, Pocatello, Idaho, from April 1943 to August 1945. He applied himself with tireless energy and endless resource to the organization of equipment and staff for the plant; he enlisted the cooperation of the Bureau of Yards and Docks and other agencies; when construction of essential buildings was completed ahead of schedule he was ready with well-laid plans to bring the station to peak performance in the shortest possible time. His brilliant efforts resulted in greatly improved overhaul service for the Fleet’s major caliber guns, which reduced availability time for critically-needed combat ships. His distinguished performance and his unflagging devotion to duty reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
