The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant, Junior Grade Robert Louis Brown, United States Naval Reserve, for extraordinary achievement while participating in aerial flight. On 28 July 1945, and in the face of intense and accurate anti-aircraft fire, he scored a damaging direct hit on an enemy light cruiser in the vicinity of the Island of Honshu, Japan. His courage and airmanship were in keeping with the highest traditions of the United States Naval Service.
