The President of the United States of America takes pleasure in presenting the Silver Star to Radarman First Class Frank James Brown (NSN: 6541143), United States Naval Reserve, for conspicuous gallantry and intrepidity during the sinking of the U.S.S. TWIGGS (DD-591) in the Okinawa Area on 16 June 1945. Following an enemy torpedo and suicide attack that crippled his ship, he skillfully and courageously aided in rescuing the wounded men. With complete disregard for his own personal safety, he stayed board until all wounded shipmates had been removed, even though topside explosions were numerous and fires raged on both sides. The ship was completely destroyed by a terrific explosion only a few minutes after he abandoned ship. His heroic conduct and devotion to duty in the face of great danger was outstanding and was in keeping with the highest traditions of the United States Naval Service.
