The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Commander Elliott M. Brown, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of a United States Destroyer in action against an enemy submarine on 13 June 1943. Upon first contacting the enemy by radar, while cruising in low visibility, his ship promptly closed and gained sight contact of an enemy submarine at periscope depth, and laid a depth charge pattern, one charge of which fell close to the visible periscope. He then skillfully maneuvered his vessel so as to promptly regain sound contact and delivered a second deliberate depth charge attack. All attacks were effectively laid with consummate skill. That these attacks resulted in the definite destruction of the enemy was indicated by the heavy oil slick, air bubbles, wood, life jackets, and human remains which came to the surface as a result of these last attacks. His keen judgment and outstanding efficiency on this occasion were in keeping with the highest traditions of the United States Naval Service. (Commander Brown is authorized to wear the Combat “V”.)
