The President of the United States of America takes pride in presenting the Navy and Marine Corps Medal (Posthumously) to Lieutenant, Junior Grade Delbert L. Brown (NSN: 0-527002), United States Navy, for heroism displayed after an accident to a Navy Patrol Plane, attached to Patrol Squadron NINETEEN (VP-19), on the stormy night of 10 October 1957. As an assigned officer crew member, Lieutenant, Junior Grade, Brown, disregarding his own safety, passed to a fellow crew member the debris he was using to remain afloat, which allowed said crew member to proceed toward shore and safety. With the safety of other crew members in mind, he returned to the partially submerged aircraft to give encouragement and assistance to the other crew members. Prior to arrival of rescue aircraft and after being washed off the aircraft by waves, he ordered the remaining survivors not to endanger their lives by coming to his assistance. Though weakened physically by exposure in near freezing water, his consideration towards the safety of others was his paramount concern. Obviously disregarding his own safety, Lieutenant, Junior Grade, Brown’s heroic and determined efforts to prevent others form drowning were in keeping with the highest traditions of the United States Naval Service.
