    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Captain Allen Dudley Brown, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of the U.S.S. VINCENNES (CA-44) in operations against the enemy during the period from 19 August 1944 to 27 January 1945. As a unit of fast carrier task forces his ship protected the carriers during strikes against enemy and enemy-held islands in the Central Pacific and against enemy-occupied ports of the Asiatic mainland. His inspiring leadership consistently maintained the fighting efficiency of his ship at a high peak and materially contributed to the successful accomplishment of the carrier objectives. His ship also participated in the bombardments of the Palau Islands on 7 September 1944 and in the sinking of an enemy cruiser during a night engagement of 25 to 26 October 1944. On all occasions his outstanding courage, superb seamanship, determination, and devotion to duty have reflected great credit upon himself, his command and the United States Naval Service.
