The President of the United States of America takes pride in presenting the Distinguished Flying Cross (Posthumously) to Lieutenant Robert Julian Brower (NSN: 0-114553), United States Naval Reserve, for heroism while participating in aerial flights in operations against the enemy in the vicinity of Kyushu while serving as commander of a patrol bomber. On 19 June 1945, he aggressively attacked a Japanese merchant vessel in the face of accurate anti-aircraft fire. He scored a direct bomb hit on the ship and strafed it intensively, sinking the vessel. On 7 July 1945 he led his two-plane section and materially assisted in attacks which destroyed an enemy float plane, damaged another, and then damaged an enemy sub-chaser. His skill and courage were at all times in keeping with the highest traditions of the United States Naval Service.
