The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Lieutenant Commander Charles M. Brower (NSN: 0-77590), United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commanding Officer of a U.S. Navy Patrol Squadron engaged in operations against the enemy in the Central and Western Pacific from 15 July 1944 to 9 April 1945. He displayed outstanding aggressiveness, persistence and leadership in the face of unfavorable operating conditions. Under his leadership, his squadron attained an outstanding record in operations against the enemy. His courageous and inspiring leadership and professional skill were at all times in keeping with the highest traditions of the United States Naval Service.
