The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Lieutenant Commander Henry G. Brousseau, United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in action against the enemy as Commanding Officer of a Destroyer Escort while carrying out anti-submarine patrol under extremely adverse conditions on 3 October 1944. His outstanding seamanship and skillful direction of a lethal attack carried out by his vessel resulted in the destruction of an enemy submarine. His courage, forceful leadership and aggressive fighting spirit were in keeping with the highest traditions of the United States Naval Service.
