    The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Rear Admiral Joseph J. Broshek, United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Head of the Maintenance Division of the Bureau of Ships and later as Director of Ship Maintenance of that Bureau from December 1941 to 7 November 1945. Rear Admiral Broshek has by his outstanding engineering and organizational judgment and ability, and by his splendid leadership, been a major factor in the preparation for, and the rapid execution of, the repairs and re-outfitting of damaged ships, not only of the U.S. Navy but of the Allied Nations, through lend-lease arrangements. The planning for this required imagination and broad, engineering skill. The execution required intuitive judgment and prompt decision. He was responsible for the assembly of the Bureau of Ships elements of the advanced Base components and for recommendations for personnel there for. He administered the ship material improvement plan, including the weight compensation program essential to guarding stability and reserve buoyancy of the combatant ships and transports. His performance of duty has been far beyond that required or to be expected in his assignment. It has been an example and an inspiration to those associated with him, and has been in full accordance with the highest traditions of the United States Naval Service.
