    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant, Junior Grade Charles Edward Brooks, United States Naval Reserve, for heroism while participating in aerial flight as pilot of a carrier-based torpedo bomber on the night of 12 – 13 May 1945. Alone, without escort or fighter cover, he attacked two strongly defended airfields on the Japanese mainland starting a very large fire at one and inflicting other extensive damage. He remained over his target for more than two hours making repeated attacks. His intrepidity and skill were at all times inspiring and in keeping with the highest traditions of the United States Naval Service.
