The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Commander Harold Robert Brookman, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in both the planning and execution phases of the invasion of the Island of Sicily in 1943. Commander Brookman, as Material Officer on the Staff of Commander U.S. Naval Forces, Northwest African Waters, was untiring in his work, and contributed materially to the planning of the operation with his expert knowledge of the characteristics of the various types of craft to be employed, and was to a great extent responsible for the very high degree of material readiness of these craft at the required time. The unselfish devotion to duty, executive ability, and professional accomplishment displayed by Commander Brookman was in keeping with the highest traditions of the United States Naval Service.
