    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Captain Austin Brockenbrough, Jr., United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Officer-in-Charge of a Naval Construction Regiment during the Okinawa campaign from May to August 1945. Overcoming the constant threat of hostile attack and the obstacles of climate, terrain and disease, Captain Brockenbrough applied resourceful initiative, inspiring leadership and a high degree of professional skill to the complexities of the assignment of constructing vitally needed roads, bridges and airfields. By his efficient coordination and direction of the construction under his command, he effected completion of these facilities in most expeditious manner, thereby contributing greatly to the success of the campaign. His professional skill, devotion to duty and personal courage were a source of inspiration to the officers and men under his command and were at all times in keeping with the highest traditions of the United States Naval Service.
