The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Aviation Ordnanceman Second Class Victor Clarence Brock, United States Naval Reserve, for heroism and extraordinary achievement while participating in aerial flight in an aerial attack. As a member of an aircrew based on the U.S.S. PETROF BAY (CVE-80), Aviation Ordnanceman Second Class Brock participated in an attack upon a cruiser of the Japanese Imperial Fleet in the San Bernardino Straits, near the Island of Samar, on 25 October 1944. The coolness and determination which he displayed during this attack, though subjected to intense enemy anti-aircraft fire, including the fire from main batteries of the Japanese ship, were outstanding. The superior skill and magnificent teamwork of Aviation Ordnanceman Second Class Brock as a member of this combat crew materially contributed to the success of the attack in which the enemy cruiser was seriously damaged. His conduct throughout was in keeping with the highest traditions of the United States Naval Service.
