The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Quartermaster Second Class Robert Briggs, Jr., United States Navy, for heroism in his efforts to save Seaman First Class Herman G. Dumdie, who had been washed off his ship into the turbulent seas near Wakayama, Japan, on 30 September 1945. Quartermaster Second Class Briggs supported the struggling man for twenty minutes although repeatedly pulled under water. He upheld the highest traditions of the United States Naval Service.
