The President of the United States of America takes pleasure in presenting the Legion of Merit to Commodore Leonard Doughty, Jr., United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander, Naval Advance Bases, prior to and during the invasion of Sicily in July 1943. Commodore Doughty organized the advance base group into such efficient units that they were able to enter assigned ports with the occupying troops, overcome all difficulties and immediately operate the ports as naval bases.
