The President of the United States of America takes pride in presenting the Distinguished Flying Cross (Posthumously) to Lieutenant Charles Woodin Bretland, Jr. (NSN: 0-98372), United States Navy, for heroism and extraordinary achievement while participating in aerial flight in operations against the enemy while serving as pilot of a carrier-based aircraft. On 18 October 1944, he directed his division and pressed home his attack on enemy shipping through accurate and intense anti-aircraft fire to score a direct hit on a large oiler, which was observed to sink. His courage, determination, and leadership were at all times in keeping with the highest traditions of the United States Naval Service.
