The President of the United States of America takes pleasure in presenting the Navy Distinguished Service Medal to Rear Admiral Charles Lees Brand (NSN: 0-9555), United States Navy, for exceptionally meritorious and distinguished service in a position of great responsibility to the Government of the United States as Head of the Shipbuilding Division and later as Director of Shipbuilding in the Bureau of Ships from November 1942 to date, a position of great responsibility to the war effort of the Navy. Rear Admiral Brand had direct, personal charge of the development of the naval shipbuilding program. He personally prepared the overall plans for the program and directed the negotiation of contracts for most of the period, until a separate Contract Division was set up in the Bureau. He organized the material procurement and material processing functions in the Bureau, personally considered the more intricate technical problems and made or obtained the necessary decisions. By his high technical skill, splendid and energetic leadership, and devotion to duty above and beyond that required or expected, he contributed more than any other single man to the success of the naval shipbuilding and ship conversion program. His performance of duty is deserving of the highest commendation, and was in keeping with the highest traditions of the United States Naval Service.
