The President of the United States of America takes pleasure in presenting the Legion of Merit to Rear Admiral Frank A. Braisted, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Commander Fleet Operational Training Command, United States Pacific Fleet, from 3 February 1943 to 8 April 1944. He supervised the operational training of officers and men during assembling of crews for new construction for all seagoing ships one hundred feet or more in length, including motor torpedo boats and vessels to be assigned ultimately to sea frontiers and naval districts, excepting submarines and amphibious craft. He exercised command and supervision of all training during shakedown periods of these vessels and provided periodic refresher training for crews in an exemplary manner. He utilized all pertinent training facilities both afloat and ashore throughout this period and his cooperation and perseverance insured standardization of training methods and indoctrination which were of vital importance to the expanding Navy. His conduct throughout was in keeping with the highest traditions of the United States Naval Service.
