    The President of the United States of America takes pleasure in presenting the Legion of Merit to Commander Norris E. Bradbury, United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States. Commander Bradbury joined the Atomic Bomb Project in July 1944, bringing with him an outstanding record as a physicist and application of physics to ordnance testing at the Naval Proving Ground, Dahlgren, Virginia. Immediately upon his arrival, Commander Bradbury made contributions in crucial field tests, and by his leadership, resourcefulness and skill, inspired those above and below him to confidence that the many difficult problems of the atomic bomb would be successfully solved in the short time remaining. As the work progressed, Commander Bradbury’s outstanding performance resulted in his being assigned additional duties requiring administration and leadership of the highest order. These duties he performed in outstanding fashion, and the early success of the second atomic bomb can be credited in large part to Commander Bradbury, whose skill and devotion to duty throughout the development of the Bomb were outstanding and were in keeping with the highest traditions of the United States Naval Service.
