    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain (SC) James D. Boyle, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as a member of the staff of Commander Service Force, United States Atlantic Fleet, from May 1942 to September 1944. As Fleet Supply Officer, United States Atlantic Fleet, Captain Boyle has planned and supervised the vital service of supply for the Atlantic Fleet and outlying components of the United States Naval Forces in the Mediterranean and in Western Europe. His foresight and initiative in solving the extremely complicated and expansive problems of supply have brought about intelligent and effective cooperation between all agencies concerned with the logistics of United States’ naval units in the Atlantic combat areas and have resulted in the formulation of a highly efficient organization which embraces the wide range of logistics essential to the successful waging of widespread naval campaigns. Captain Boyle’s outstanding performance of duty in performing an extremely important service has resulted in a direct and considerable contribution to the successful prosecution of the war.
