    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Commander William W. Bowie, United States Naval Reserve, for heroism in rescuing one hundred and ninety-one Army personnel from a badly damaged ship on 10 September 1945, while serving as Commanding Officer of the U.S.S. JACK C. ROBINSON (APD-72). In spite of an impending typhoon, rough seas, and high winds, he brought his ship close aboard a vessel which had been damaged by an internal explosion and remained for six hours removing personnel until the damage was under control. His courage, skill, leadership, and superb seamanship on this occasion were especially commendable. His heroic conduct performed in the face of great danger to himself was outstanding.
