The President of the United States of America takes pride in presenting the Distinguished Flying Cross (Posthumously) to Lieutenant Russell Earl Bowen (NSN: 0-98574), United States Navy, for heroism and extraordinary achievement while participating in aerial flight. Lieutenant Bowen, on 22 October 1944, while engaged on an extremely hazardous armed combat patrol deep into enemy territory in the Pacific, fearlessly pressed home four separate attacks on enemy aircraft and shipping causing severe loss to the enemy. His actions on this occasion showed outstanding courage, professional skill and aggressiveness and were in keeping with the highest traditions of the United States Naval Service.
