    The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant, Junior Grade Thomas W. E. Bowdler (NSN: 0-161435), United States Naval Reserve, for conspicuous gallantry and intrepidity in action in the performance of his duties as Diving Officer in the U.S.S. RASHER (SS-269), during the FIFTH War Patrol of that Submarine from 22 July 1944 to 3 September 1944. His careful and precise control of depth contributed directly to the success of his vessel in sinking five enemy ships totaling 45,700 tons and damaging four additional enemy ships totaling 22,000 tons. His efficiency and coolness during severe enemy countermeasures greatly assisted his ship in conducting successful evasive tactics. His conduct throughout was an inspiration to the officers and men in his ship and were in keeping with the highest traditions of the United States Naval Service.
