    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Seaman First Class Anthony Ernest Bourbonnais (NSN: 2060318), United States Naval Reserve, for heroism in rescuing two enlisted men who had fallen over the side of the U.S.S. FIEBERLING (DE-640) into the notoriously treacherous and dangerous currents and tides of the Whangpoo River, Shanghai, China, on the night of 20 May 1946. Under conditions of great personal danger from exhaustion and cold eccentric currents and tides, he voluntarily and courageously dove overboard and assisted one man to a place of comparative safety. Then, though tired, through his previous strenuous efforts, he went to the rescue of a second man being swept downstream. He was forced to subdue the hysterical man before assisting him. Seaman First Class Bourbonnais thereafter sustained him until rescued by the ship’s boat. His heroic conduct, performed in the face of great personal danger to himself, was in keeping with the highest traditions of the United States Naval Service.
