    The President of the United States of America takes pleasure in presenting the Silver Star to Chief Torpedoman’s Mate Ralph Bottoms (NSN: 2679958), United States Navy, for conspicuous gallantry and intrepidity as Hydraulic Manifold Operator of the U.S.S. CHARR (SS-328), during the SECOND War Patrol of that Submarine in enemy controlled waters from 27 March 1945 to 21 May 1945. His exceptional skill and high degree of proficiency at his battle station materially assisted his Commanding Officer in conducting a successful attack which resulted in the sinking of an enemy cruiser. His coolness and devotion to duty contributed directly to the success of his vessel in evading enemy countermeasures. His conduct throughout was an inspiration to the officers and men in his ship, and were in keeping with the highest traditions of the United States Naval Service.
