The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant, Junior Grade Woodrow J. Borne (NSN: 0-304026), United States Navy, for extraordinary achievement while participating in aerial flight as pilot of a cruiser-based scout observation plane over enemy territory in the vicinity of northern Honshu, Japan, on 10 August 1945. When several carrier pilots were reported downed in a land-locked bay in fortified enemy territory at a great distance from the Task Force, he volunteered to make a hazardous rescue flight. After flying over enemy territory in search of survivors for over one hour, he succeeded in effecting the rescue of a carrier airman by means of an open sea landing. His courage, skill and airmanship in completing successfully his rescue flight were in keeping with the highest traditions of the United States Naval Service.
