    The President of the United States of America takes pleasure in presenting the Legion of Merit to Lieutenant, Junior Grade Howard E. Born (NSN: 0-71510), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Executive Officer of the U.S.S. BISMARCK SEA (CVE-95) before and during the sinking of that ship on 21 February 1945. His foresight in training the ship’s company was clearly evident in the events connected with the sinking, all going with dispatch and resulting in the loss of a minimum of life. At great personal risk on that day he surveyed the damage to the ship and reported his findings to the Commanding Officer so he could make wise decisions. He was a constant, able and cool advisor to the Commanding Officer during the disaster and his actions throughout were in keeping with the highest traditions of the United States Naval Service.
