    The President of the United States of America takes pride in presenting the Distinguished Flying Cross (Posthumously) to Lieutenant Harold Wilbur Borer (NSN: 0-114358), United States Navy, for heroism and extraordinary achievement while participating in aerial flight in attacks on Japanese air installations and shipping in the Formosa area on 12 October 1944. While under intense light and medium anti-aircraft fire he pressed home his single-plane attack upon a large Japanese merchant vessel which was moored under the protecting guard of many other ships. He scored a direct hit which resulted in its burning and later sinking. His courageous conduct, his utter disregard for personal safety, and his achievement in the face of strong opposition were in keeping with the highest traditions of the United States Naval Service.
