    The President of the United States of America takes pleasure in presenting the Legion of Merit to Chief Machinist’s Mate Francis Martin Borcyckowski (NSN: 3052011), United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while attached to the U.S.S. SHUBRICK (DD-268) during the Sicilian campaign. When the U.S.S. SHUBRICK was struck by an enemy bomb on 4 August 1943, in the harbor of Palermo, Sicily, the ship was badly damaged. The after fireroom and engine room were partially flooded and steam lines were ruptured. Chief Machinist’s Mate Borcyckowski, without regard for his own safety, entered the engine room, correctly surveyed the damage and closed valves which isolated it. His capable and intelligent investigation materially assisted corrective measures and restoration of electric power. The prompt and decisive action, great courage, and outstanding devotion to duty displayed by Chief Machinist’s Mate Borcyckowski reflected great credit upon himself and upheld the highest traditions of the United States Naval Service.
