    The President of the United States of America takes pleasure in presenting the Legion of Merit with Combat “V” to Lieutenant, Junior Grade William Greenlaw Diver, United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States as Anti-Submarine Officer, attached to the U.S.S. FROST, during operations against enemy submarines from April to July 1944. Demonstrating proficiency in the training of an attack team and exercising immediate supervision over the sonar group, Lieutenant, Junior Grade, Diver evaluated the enemy’s maneuvers and tactics and furnished valuable information to his commanding officer, thereby enabling his ship to participate in the destruction of a larger number of enemy submarines than any other escort vessel in the Atlantic Fleet. By his professional skill, courage and devotion to duty, Lieutenant, Junior Grade, Diver upheld the highest traditions of the United States Naval Service.
