    Commander Submarine Forces Pacific: Serial 02417 (October 1, 1945)

    The President of the United States of America takes pleasure in presenting the Silver Star to Seaman Second Class Francis Neal Sever (NSN: 6218253), United States Naval Reserve, for conspicuous gallantry and intrepidity in action as a member of a Sabotage Party of the U.S.S. BARB (SS-220), during the TWELFTH War Patrol of that vessel off the Coast of Japan. With complete disregard for his own safety, Seaman Second Class Sever voluntarily landed on the coast of enemy-held territory in a rubber boat and, despite the proximity of an enemy lookout tower and many other dangers involved, aided in planting a demolition charge which resulted in the complete destruction of a combination passenger and freight train. Upon completion of this unprecedented mission he safely returned to his ship. His conduct throughout was an inspiration to all with whom he served, and was in keeping with the highest traditions of the United States Naval Service.
