    The President of the United States of America takes pleasure in presenting the Legion of Merit to Lieutenant Robert William Bogue (NSN: 0-148331), United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States in the performance of outstanding services for the President of the United States from 19 June 1943 to 2 September 1945. As Officer in the President’s Map Room at the White House, Lieutenant Bogue maintained maps and charts on which were depicted Axis and Allied Armies and Fleets of all the warring nations, and on which were outlined current and projected campaigns for the defeat of the enemy. He reported the significant events portrayed on these maps to the Commander-In-Chief, his Chief of Staff and his Military and Naval Aides. Lieutenant Bogue was especially concerned with submarine operations and his analyses of the strategy of the Nazi submarine campaign and the progress of the Anglo-American war against underseas raiders contributed materially to the Commander-In-Chief’s understanding of this vital campaign. Lieutenant Bogue’s judgment, and discretion were of the highest order in handling the correspondence of the President with the Allied Heads of Government on the most important military and political issues of the war. With other officers of the Map Room, Lieutenant Bogue maintained constant secret communications with the President, while he attended international conferences aboard, in a manner which enabled him to conduct the affairs of government whether at sea or on foreign shores. Lieutenant Bogue was especially selected to accompany President Roosevelt to the Crimean Conference in February 1945. His performance of his duties, in a manner which brought great credit to himself and to the Naval Service, was an important contribution to the successful prosecution of the war.
