The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain (Retired) Isaac C. Bogart, United States Navy, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States. Captain Bogart served with great distinction for nearly twelve years on duty with the House Naval Affairs Committee. During this period the United States Navy has grown from almost scratch to the greatest Navy in the history of the world. He has contributed much to that growth. Captain Bogart has been of tremendous value to the Committee in a multitude of ways. He has been the right arm of the Chairman of the Committee. He has repeatedly and consistently met challenging and complicated problems unexcelled ability, energy and tact. The Chairman and the members of the Committee, know of his immeasurable assistance and the extreme good will that he has created for the Navy Department on the part of the Committee. Mere words cannot express what he has done for the Navy in his duties with the Committee and the gains of the Navy Department.
