    The President of the United States of America takes pleasure in presenting a Gold Star in lieu of a Second Award of the Distinguished Flying Cross to Ensign Francis Reynolds Blossom (NSN: 0-351701), United States Naval Reserve, for heroism while participating in aerial flights in operations against the enemy in the vicinity of Okinawa, Kyushu, Iwo Jima and Nakai Jima. As pilot of a carrier-based plane during the period 16 February to 11 May 1945, he participated in twenty strikes against enemy airfields and installations inflicting extensive damage. His skill and courage were at all times inspiring and in keeping with the highest traditions of the United States Naval Service.

    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Ensign Francis Reynolds Blossom (NSN: 0-351701), United States Naval Reserve, for heroism and extraordinary achievement while participating in aerial flight as pilot of a carrier-based torpedo bomber in an attack on the City of Tokyo, Japan, on 17 February 1945. As a member of a flight of twelve torpedo bombers, he participated in a coordinated glide bombing attack on a major Japanese aircraft plant. Despite intense, accurate anti-aircraft fire, and the constant threat of attack by enemy aircraft, he flew his plane to the assigned target and dropped his bombs on the main group of factory buildings, contributing materially to the extensive damage inflicted on the plant. His skill, determination and courage were at all times in keeping with the highest traditions of the United States Naval Service.
