    The President of the United States of America takes pleasure in presenting the Distinguished Flying Cross to Lieutenant, Junior Grade Dale R. Bliss, United States Naval Reserve, for extraordinary achievement while participating in aerial flight . At approximately 1330, 15 December 1942, Lieutenant, Junior Grade, Bliss, pilot of an OS2U-3, dropped two depth charges on a Japanese submarine in twenty feet of water off Kila Point, Guadalcanal Island, and assisted a U.S. Destroyer in sinking the submarine. At approximately 1330 on 28 December 1942, Lieutenant, Junior Grade, Bliss, pilot of an OS2U-3 while on a routine patrol mission over Tulagi Island, Solomon Islands, sighted a Japanese submarine and assisted a U.S. Destroyer in sinking same. At approximately 0930 on 2 January 1943, Lieutenant, Junior Grade, Dale, pilot of an OS2U-3, strafed a Japanese barge en route from Russell Islands to Cape Esperance, Guadalcanal Island, Solomon Islands, causing it to explode with the crew and supplies aboard.
