    The President of the United States of America takes pleasure in presenting the Silver Star to Ensign William O. Blankenbaker, United States Navy, for conspicuous gallantry and intrepidity in action in the performance of his duties as Diving Officer of the U.S.S. TAMBOR (SS-198) during the NINTH War Patrol of that Submarine from 5 January 1944 to 5 March 1944. His skill and precise control of depth while operating in shallow waters contributed immeasurably to the sinking of an enemy tanker and three freighters totaling 30,117 tons. During a most severe enemy depth charge attack, his exceptional skill in raising the ship from the bottom with two compartments partially flooded, enabled his commanding officer to maneuver and evade destruction by the enemy. His outstanding leadership and coolness in emergencies, were a direct contribution to his ship’s success in conducting successful evasive tactics. His conduct throughout was an inspiration to the officers and men in his ship, and was in keeping with the highest traditions of the United States Naval Service.
