    The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Hull Maintenance Technician First Class (Surface Warfare) Mark A. Joy, United States Navy, for heroism while serving as a Volunteer Firefighter, Fire District ONE at TRIDENT Refit Facility, Bangor, Washington. On 8 October 1991, arriving at an automobile accident scene, virtually at the same time that the fire department pager put out a call for assistance for a vehicle fire, Petty Officer Joy donned protective gear, crossed the median, and attempted to give medical care to the accident victim who was severely injured and trapped in the burning car. With complete disregard for his own safety and fully aware of the personal dangers involved, he unhesitatingly used himself to shield the victim from the flames. Despite receiving burns to his arms and suffering from significant smoke inhalation, Petty Officer Joy refused to leave the victim until fire fighting efforts and rescue had begun. By his courageous and prompt actions in the face of great personal risk, Petty Officer Joy was undoubtedly instrumental in the rescue recover; thereby reflecting great credit upon himself and upholding the highest traditions of the United States Naval Service.
