The President of the United States of America, in the name of Congress, takes pleasure in presenting the Medal of Honor to Corporal Voltare Paine Twombly, United States Army, for extraordinary heroism on 15 February 1862, while serving with Company F, 2d Iowa Infantry, in action at Fort Donnelson, Tennessee. Corporal Twombly took the colors after three of the color guard had fallen, and although most instantly knocked down by a spent ball, immediately arose and bore the colors to the end of the engagement.
