The President of the United States of America takes pride in presenting the Distinguished Flying Cross (Posthumously) to Aviation Radioman Second Class Eugene Edmond Black (NSN: 7232447), United States Naval Reserve, for extraordinary achievement while participating in aerial flight as a radioman of a carrier-based Torpedo Bomber Plane which carried out a determined torpedo attack resulting in a direct torpedo hit on an enemy battleship on 24 October 1944. His skill and courage were at all times in keeping with the highest traditions of the United States Naval Service.
