The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Howard Bissell, Jr. (NSN: 0-74551), United States Naval Reserve, for conspicuous gallantry and intrepidity as Periscope Officer, Torpedo Data-Computer Operator, and as Executive Officer and Navigator of the U.S.S. COD (SS-224), during the FOURTH War Patrol of that Submarine in enemy controlled waters, 3 July 1944 to 25 August 1944. Lieutenant Commander Bissell aimed and fired torpedoes which hit and destroyed three enemy ships. He operated the Torpedo data-computer during the firing of torpedoes which hit and destroyed a fourth enemy ship and damaged a fifth. He supervised repairs underway, which enabled the vessel to continue her patrol against the enemy. His conduct throughout was an inspiration to the officers and men on his ship and distinguished him among those performing duties of the same character. His gallant actions and dedicated devotion to duty, without regard for his own life, were in keeping with the highest traditions of military service and reflect great credit upon himself and the United States Naval Service.
