The President of the United States of America takes pleasure in presenting the Navy and Marine Corps Medal to Construction Battalion Mechanic Philip L. Bishop (NSN: 3854376), United States Naval Reserve, for heroism in the face of considerable danger to himself in fighting a huge gasoline fire resulting from an enemy air raid on Falmouth, Cornwall, England, during the early morning of 30 May 1944. Construction Battalion Mechanic Bishop, disregarding his personal safety, operated a bulldozer, constructing an earthen dam which prevented further spread of the oil and remained at his post until his work was completed. He was compelled to work in heat so intense that he had to be sprayed constantly with streaming water from a fire hose to prevent serious personal injury. The gallantry and outstanding performance displayed by Construction Battalion Mechanic Bishop during the long hours of the perilous fire were in keeping with the highest traditions of the United States Naval Service.
