    The President of the United States of America takes pleasure in presenting the Legion of Merit to Lieutenant Commander (MC) Harold W. Bischoff (NSN: 0-132641), United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving with Navy Medical Research Unit #1, Berkeley, California, from 24 May 1943 to 31 August 1945. As a member of the Research Staff and later as Executive Officer, Lieutenant Commander Bischoff enthusiastically supported all phases of the investigational program and displayed rare professional judgment in solving the many technical problems encountered. He was a constant source of stimulation to his colleagues, accepted responsibility eagerly and contributed very materially to the successful attainment of the Unit’s goals. Because of the classified nature of the projects no detailed information may be presented as to their nature but it may be said that they were accorded a rating of the greatest urgency by the Surgeon General. It is felt that award of the Legion of Merit to Doctor Bischoff would be an appropriate recognition of his loyalty, great devotion to duty and his superior abilities.
