The President of the United States of America takes pleasure in presenting the Silver Star to Gunner Mervale Bernard Birchard (NSN: 477498), United States Navy, for conspicuous gallantry and intrepidity during a gun action conducted by the U.S.S. GREENLING (SS-213) against an armed merchant vessel in enemy controlled waters. By his cool behavior as gun captain, he enabled his submarine to inflict damage on the enemy merchant ship and courageously and coolly remained at his gun station under heavy enemy fire in order to secure the gun for diving. His conduct throughout was in keeping with the highest traditions of the United States Naval Service.
