    The President of the United States of America takes pleasure in presenting the Legion of Merit to Captain (SC) Wheelock H. Bingham (NSN: 0-279597), United States Naval Reserve, for exceptionally meritorious conduct in the performance of outstanding services to the Government of the United States while serving on the staff of the Aviation Supply Officer from 15 May 1943 to 9 December 1945. Displaying unusual ability and enterprise in the fulfillment of a most complex assignment, Captain Bingham assisted greatly in the planning and execution of procurement, distribution, and control of aeronautical materials. By his zeal and devotion to duty, Captain Bingham made a substantial contribution to the prosecution of the war, thereby reflecting great credit upon himself and the U.S. Naval Service. And currently, while serving on the staff of the Chief of the Bureau of Supplies and Accounts in October and November 1945, through his outstanding administrative genius, initiative, and enterprise, over and above the ordinary call of duty, developed the foundation for a sound, flexible, economical, and responsive resale system for the long-term benefit of the Navy and its personnel in both peace and war. His competence, sound judgment, and devotion to duty were in keeping with the highest traditions of the United States Naval Service.
