The President of the United States of America takes pleasure in presenting the Silver Star to Lieutenant Commander Frank A. Bewley, United States Navy, for conspicuous gallantry and intrepidity in action in the line of his profession as Diving Officer of the U.S.S. RATON (SS_270), during the FIRST and SECOND War Patrols of that Submarine from 20 November 1943 to 25 January 1944; and as Assistant Approach Officer of the U.S.S. RATON during her FOURTH War Patrol in enemy controlled waters from 19 May to 23 June 1944. During these three war patrols the U.S.S. RATON sank eleven valuable enemy ships totaling 16,000 tons. The assistance given by Lieutenant Commander Bewley to his Commanding Officer and his coolness under fire was invaluable and contributed greatly to the success of the ship against the enemy during these three war patrols. His conduct throughout was an inspiration to the officers and crew in his ship, and was in keeping with the highest traditions of the United States Naval Service.
