    The President of the United States of America takes pleasure in presenting the Silver Star to Motor Machinist’s Mate First Class Toney D. Betts, Jr., United States Navy, for conspicuous gallantry and intrepidity in the U.S.S. THRESHER (SS-200) during the FOURTH through SIXTH War Patrols of that Submarine in enemy controlled waters for a total of one hundred thirty-six days during the period from 26 June 1942 to 10 January 1943. As a member of the crew, his exceptional skill and high degree of proficiency at his battle station materially assisted his Commanding Officer in conducting successful attacks which resulted in the sinking of four enemy ships totaling 26,000 tons and the damaging of four additional ships for a total damage to the enemy of 48,000 tons sunk and damaged, and in successfully laying the first mine field by a submarine in the Southwest Pacific areas. His coolness and high devotion to duty contributed directly to the success of his vessel in evading intense enemy anti-submarine attacks without serious damage to the ship or injury to personnel. His conduct throughout was an inspiration to all with whom he served, and was in keeping with the highest traditions of the United States Naval Service.
